According to reports by KQED, many Northern California counties were not adequately prepared for the October 2017 fires.

There were reportedly communication failures among authorities, delays in warning residents, and lack of proper training among emergency staff. As a result, many residents reportedly received no warning “even though first responders knew for hours that the fire was headed towards [the] neighborhood.”
