On October 9, 2017, Governor Jerry Brown declared a state of emergency for Napa, Sonoma, and Yuba counties. Under California law, this date triggers price-gouging protections for local residents affected by the North Bay wildfires.

North Bay residents displaced and otherwise impacted by the wildfires are advised to be wary of price-gouging by hotels and other temporary housing facilities; fuel stations and providers of generators and other utilities; respiratory and other healthcare product suppliers; and others.
